
Expanded: Iowa House Republicans’ New Property Tax Relief Proposal (April 16, 2026)
On Thursday, April 16, Iowa House Republicans (led by Speaker Pat Grassley) released a major new compromise plan for property tax relief. It’s being called a “serious step forward” that blends the best ideas from the House, Senate, and Governor Reynolds’ proposals. The goal: deliver real, immediate relief to Iowa homeowners while putting a hard limit on future tax hikes by local governments.
Key Conservative Wins in the Plan
- 2% Hard Cap on revenue growth for cities and counties (excluding new construction and debt service). This stops local governments from automatically raising your taxes every year.
- Homestead Tax Exemption: Converts the old tax credit into a $15,000 tax exemption. Homeowners will pay zero property taxes on the first $15,000 of their home’s assessed value.
- School Levy Buy-Down: Redirects roughly $150–175 million in state money (previously used for the homestead credit) to lower the statewide $5.40 school levy that every property owner pays.
- Additional guardrails: Caps on local government reserve balances and faster redirection of SAVE (school infrastructure) funds toward property tax relief over the next few years.
Local Impact on Story County: Story County homeowners, farmers, and businesses in Ames, Nevada, Huxley, Slater, etc. would see direct savings on their county, city, and school taxes. The Board of Supervisors and local cities would be required to stay within the 2% growth cap, making government more efficient and taxpayer-friendly.
